The resolution:

111th CONGRESS

2d Session

H. CON. RES. 301

Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove the United States Armed Forces from Pakistan.

IN THE HOUSE OF REPRESENTATIVES

July 22, 2010

Mr. KUCINICH (for himself and Mr. PAUL) submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs

CONCURRENT RESOLUTION

Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove the United States Armed Forces from Pakistan.

Resolved by the House of Representatives (the Senate concurring),

SECTION 1. REMOVAL OF UNITED STATES ARMED FORCES FROM PAKISTAN.

Pursuant to section 5(c) of the War Powers Resolution (50 U.S.C. 1544(c)), Congress directs the President to remove the United States Armed Forces from Pakistan--

(1) by no later than the end of the period of 30 days beginning on the day on which this concurrent resolution is adopted; or

(2) if the President determines that it is not safe to remove the United States Armed Forces before the end of that period, by no later than December 31, 2010, or such earlier date as the President determines that the Armed Forces can safely be removed.

2:46 Kucinich vs Republican Rep. David Dreier.

2:47 Rep. Jim McGovern points out that Republicans used similar resolutions to force debates in 1990s on pulling US troops out of Bosnia.

2:48 McGovern discusses financial costs, cites NY Times on 120 US special forces -- or maybe 200 -- in Pakistan. (Why does Congress have to find out from the media?)

2:51 Dreier insists on civilian control of Pakistani military, as an argument for depriving the United States of the same. He's defending a war Congress never authorized or funded or was even informed of.

2:29 Kucinich: WSJ reports 3 US troops killed in Pakistan. War Powers Act has been violated. Partner of Pakistan is duplicitous.

3:02 Dreier: civilian control blah blah blah.

3:03 Kucinich: quotes NYT on cynical collusion between Pakistan military intelligence and Taliban.

3:06 Ron Paul discussing drone attacks in Pakistan. 687 civilians killed in process of killing 14 suspects. "The efficiency of this isn't all that good." Also talks about financial expense. And says it makes us less safe.

3:12 We jump to Rep. Polis speaking against the war funding bill. AND he's the first to point out it's an escalation.

3:14 Dreier: We are where we are today. It's very unfortunate that we are where we are, but we are where we are and that's what we face. Blah. Blah. Civilian control. Blah.

3:25 McGovern speaks against wars but suggests he doesn't even support the resolution. He wants to express emotions, not do things. This resolution rather impolitely does something. McGovern says he agrees with a lot of what Dreier said. How is that even physically possible? McGovern changes topic to talk about opposing the war $ bill.

VOTE ON RULE FOR UP TO AN HOUR OF FURTHER DEBATE AND VOTE ON THIS RESOLUTION
