As Predicted Last Year: Hoyer Claiming Escalation Must Be Funded for "Troops on the Ground"
This is what happens when you let an escalation happen before funding it. The congress critters claim the funding is for "troops on the ground" as if defunding them would mean they had to go without dinner. That the escalation has gone ahead unfunded might be grounds for impeachment, but it is not an excuse to insist on funding it. If Congress doesn't fund it, the troops must be brought back home.
