Cheney/Bush left the glass empty but Obama has said "make me do it" meaning the glass is now half full for pursuing those accountable for torture, including especially, as the four memos Ray referred to indicate, Cheney/Bush, who signed off on torture, making this outlawed practice the official policy of the United States government.

"..Without Cheney/Bush being brought to justice for their credible high crimes, misdemeanors, transgressions and misdeeds, during their eight years in office, our nation goes forward without fully restoring "the rule of law" that kept our nation strong and free for so long, and our nation goes forward without truly restoring our nation's Constitution, their (Cheney/Bush) credible transgressions were crimes against our Constitution, that document being the very lifeblood of our Republic.."..Obama take action..link
