Bush's Secretary of the Treasury has proposed a bailout of the criminal enterprises in the financial markets. What he has proposed is no less unconstitutional than any other action of this administration. He has declared that there is a fiscal problem after all and that he has the solution to the Hegelian Dialectic: give me your money and your life and don't think you can obtain relief from the courts or any other constitutional venue for the redress of grievances! The ambush of the economy was laid by Alan Greenspan and the Russian Mafia, winked at by the SEC, shrugged off by Congress, and ignored by the controlled media. The grounds for this action was laid by FDR in 1935 when he declared a Bank Holiday and a National Emergency. The national emergency was never rescinded. The Bush Dictatorship has a long-standing precedent with nearly a century of play-acting democratic polity. Any effective action must have a deep foundation of history or it would be easy to miss the mark.
