If Congress cut funds to end the Vietnam war, why wouldn't they end the Iraq war in the same way? First of all, there is no oil in Vietnam to enrich American and British oil companies. Secondly, Vietnam was not a supporter of organizations supporting the Palestinians in their fight against Israeli occupation of Arab land. Therefore, American public opposition to the the Vietnam war did not have the same congressional interest in opposing the public and continuing the Vietnam war as is the case for war in Iraq.
The oil lobby, its congressional lackeys and Cheney demand the installation of a puppet government which changes the Iraq constitution to allow American and British oil companies to siphon oil profits away from the Iraqi people. Many permanent American military bases in Iraq are to insure that the puppet government stays in power and that the oil infrastructure is protected.
The neocons and their Zionist comrades in Congress and the media intend the US military to suppress or eliminate all forces which stand in the way of further Israeli expansion. As the think tank Project for a New American Century (PNAC) makes clear, the US is to dominate militarily the world, space, resources and cyberspace to prevent any country in the world (read China) from ever challenging US supremacy.
In short, there are too many congressional interests in seeing this war continue with probable expansion to Iran, and Syria to bring the soldiers home any time soon.. As the neocons have said,"If this is the start of a hundred years war; so be it". The costs be dammed.

It's also one more reason that there is no will outside of a few individuals, to impeach in congress.
