U.S. REP. JIM MCGOVERN TO INTRODUCE BILL ENDING FUNDING FOR IRAQ WAR

As the number of U.S. military deaths in Iraq reaches 2,000, U.S. Rep. Jim McGovern (D-MA) this week will introduce legislation to prohibit the use of taxpayer funds to deploy United States Armed Forces to Iraq. The bill will allow funds to be used for the safe and orderly withdrawal of our troops; for transitional security provided by other countries – including international organizations like NATO and the United Nations; and for continued support for Iraqi security forces and international forces in Iraq – as well as funding for reconstruction efforts.

Attached below is a statement Rep. McGovern gave on the House floor today.

“Mr. Speaker, CNN reported today that two thousand American troops have now lost their lives in Iraq. It is time to end this war. Let’s bring our troops home and restore U.S. credibility in the world community.

“This war was based on fiction. That is a fact that is no longer disputed. There were no weapons of mass destruction and no ties to Al Qaeda. There was no imminent threat. This Administration – with the acquiescence of Congress – rushed into a war that according to Secretary of State Colin Powell’s former chief of staff, Lawrence Wilkerson, has made our country more vulnerable, not less, to future crisis.

“The Bush Administration has stubbornly refused to reassess the situation. They have refused to listen to the words of military and diplomatic leaders who have warned that a continuing U.S. presence in Iraq will not calm the violence or lead to a more stable Iraq. The U.S. presence in Iraq is now a major part of the problem. Al Qaeda is in Iraq today because we are there. The abuse and torture by U.S. forces of detainees at Abu Ghraib prison and the near three year occupation by U.S. troops have made us an unpopular force in Iraq even among those who originally supported the U.S. invasion.

“We have spent over $300 billion on the war – with no end in sight. It is estimated that another two years of war will boost that amount to one trillion dollars. Our military is stretched to the limit, with much of the burden falling on our Guard and Reserves.

“There are some politicians in Washington who say that – no matter what – we must ‘stay the course.’ I strongly disagree. It is worth pointing out that it is not Congressmen, Senators or members of the Bush Administration whose lives are on the line in battle. It takes no courage for anybody in Washington to wave the American flag and send more troops. We owe our brave, fighting men and women so much more. Washington made a mistake in going to war. It is time for politicians to admit that mistake and fix it before any more lives are lost.

“‘In Vietnam we didn’t have the lesson of Vietnam to guide us,’ says David Halberstam, who won a Pulitzer Prize for his coverage of that war. He goes on to say, ‘In Iraq we did have those lessons. The tragedy is that we didn’t pay any attention to them.’

“Mr. Speaker, we have now sacrificed the lives of 2,000 members of our Armed Forces in Iraq. Thousands of others are wounded. Tens of thousands of civilians from Iraq and elsewhere have died since the U.S. entered Baghdad and ostensibly took control of the nation.

“This week, I am introducing a resolution to prohibit the use of tax payer funds to deploy United States Armed Forces to Iraq. The bill, however, will allow funds to be used for the safe and orderly withdrawal of our troops. It will allow us to support transitional security provided by other countries – including international organizations like NATO and the United Nations. The bill will also allow for continued support for Iraqi security forces and international forces in Iraq – as well as funding for reconstruction efforts. This is not a cut and run strategy. Rather, it is a way to support efforts that I believe can be more helpful in creating a more stable Iraq. But, the bill makes clear – no more U.S. boots on the ground in Iraq.

“Ultimately, the future of Iraq will depend on whether the various factions in the country genuinely and truly want to live with each other. No constitution or election can fully determine that outcome.

“This war has cost us dearly in terms of human life and treasure. At a time when we are shortchanging our veterans here at home, our schools, health care, and even our homeland security -- it makes no sense to throw good money after bad in this quagmire in Iraq. Sometimes great nations misstep, as I believe we have done in this case. It is now time to ask the tough questions and face the hard truths. It is time to end this war.

This makes sense....a way to extricate ourselves from the Bush nightmare and prevent them from epanding this mess to Syria and Iran...it can stop the chaos these people believe in...this is not WWII but a horrible tragedy inflicted upon Iraqi and US citizens....

It is so far past the time for this resolution. Please let us know how to keep the momentum going so if this resolution fails, the next one saying the same thing will be waiting in the wings, and the next one after that. I no longer want my tax dollars to be spent on this obscene war.

Bush, Cheney, Rumsfeld should be impeached and then arrested.

ATTENTION CONGRESSIONAL DEMOCRATS. We know you know in your heart that what Bush, Cheney and Rumsfeld have done with Iraq far exceeds the moral AND legal test for impeachment and shows them to be a clear and present danger to the United States of America. You must stand up and say so.

You have a duty to the American people, yourself and humanity to GO TO THE MAT for bi-partisan, well funded and transparent congressional investigations leading to impeachment. Shut down the governments business if that's what you have to do to move this forward and pound it into the American mind. Use whatever guerilla parliamentary procedure available to you. Say and do nothing else until the GOP agrees to investigate what any sane and just mind considers horrific crimes. No legislation, no issue, no job, nothing you can personally gain or lose is more important (or potentially politically effective) than this effort. Nothing is more important than cutting this cancer from our government. Our safety, perhaps even our very survival depends on it.

Mountains of evidence make clear these people have behaved in ways that make them war criminals and traitors. You must stop them before they take us to war again, before they sell out our national security again, before they destabilize the world to the point of no return. It is your right and your duty. Only you and your fellow elected congressional Democrats can get this done. This is why the people elected you.

Stand shoulder to shoulder, stand tall. Walk down the hall, grab your fellow elected Democrats by the collar, walk out onto the steps, and start saying what you believe. Say it loud, say it together and say it all the time, and you will drag the media and the American mind along. They have committed impeachable offences, they are destroying our national security and our good name, and they are profiting greatly from it. They must be held to account before we follow ancient Rome into the ashes of history.

I PROMISE YOU, in the end, not only will you know you've done the right thing, but you'll come out on top POLITICALLY as well. The American people will come to know traitors and criminals in their midst if you show them often enough what they look like. And in the end, they will be grateful. America needs leaders again. America needs heroes. Will you step up?

Senator Rockefeller, if you let Pat Roberts go back on his word to investigate the administrations use of intelligence, history will hunt you down and punish you in the same breath as those who have committed these despicable acts. Where are you? What could be more important than ensuring our leaders don’t twist intelligence to make fraudulent cases for war? As a member of the United States Senate you have the power to make sure this goes forward. You will have to put it on the line to be sure, but this is the right thing to do. Senator, we beg you, live up to your name. Stand tall in important ways.

Congressmen Waxman, Conyers, Lee, Rangel, thank you for all your letters, requests, complaints to the administration and the GOP leadership. You have done far more than most. You have shown you know right from wrong, that you have a heart, and you retain most of your humanity. But all that and a buck will buy America a cup of coffee. You have said many words that needed to be spoken. But it is clear we need different words now. We need words like IMPEACHEMENT and ARREST. Words like TREASON and HIGH CRIMES. Words like WAR PROFITEERING and CORRUPTION.

We, the American people, need to hear from you how the conservatives SOLD OUT THE SECURITY OF OUR COUNTRY, OF OUR CHILDREN AND OUR LOVED ONES in order to try and COVER UP THEIR FRAUDLENT CASE FOR WAR. They LIED to bring this nation to war. We need to hear these words from you and your fellow congressional Democrats EVERY DAY.

These are simple concepts and the evidence is clear. Once you push these words and ideas into the American mind the game will be over. In fact, you have the chance to crush the Republican Party. With this war and the way in which we were driven to it you have the great weight of the truth. Avail yourselves of it often enough and you will crush the conservative movement.

It is clear the intransigence of this administration and the GOP leadership knows no bounds. They won’t budge until the American people demand it. The way to make that happen is for you and your fellow Democrats to shut-it-all-down, by whatever means necessary, until the evidence and consequences of their crimes are detailed in congressional investigations and front and center in our media culture. Your action will force Joe Sixpack to come to a conclusion about what you are saying. The cold, hard reality of the evidence and a few GOP rats fleeing the ship to avoid the rising water will take care of the rest.

You owe your constituents and humanity a course of action that is effective. Time is short. The situation is dire. Our rate of decay is exponential. We’re losing entire cities at a time. Impeachment was designed to save the nation from just this kind of leadership. It’s time for you to get out there and speak truth to power.

Now is your time. Write a chapter of great American history or forever be damned to the footnotes in another tale of empire gone by. America as we know it depends on your actions in the next weeks and months. History has an especially keen eye on these days. May it hold you in high regard. God speed…

This is great... AND we need reparations for the Iraqi people. The U.S. should be involved in NO WAY in whatever happens in Iraq after troops are withdrawn (which in my opinion, should have been yesterday). Let the U.N. administer the humanitarian application of reparations paid by Halliburton, Bechtel, and any other no-bid contractors who operated essentially as war profiteers in Iraq.

Until reparations are made for U.S. crimes (against our own people as well as others), we will never be truly free.

Who will sponsor a truth and reconciliation bill?

It is about time someone with moral courage from our elected officials took a stand and demanded to put a stop to funding this war which has caused so much death and destruction and misery to the Iraqi people and so much heartbreak and division in our country. Thank you Rep Mcgovern. Now it is upto us americans to demand of our own congresman/woman to support his bill.

I have to agree that this sounds like a good move but...

I don't believe that troops will be pulled out, ever. The reasons for the invasion are becoming very clear and those reasons have not gone away. There is so much evidence that shows the Bushites wanted to invade, oh, sooo long go. Their reasons have been well documented so why would they pull out if they are to meet their objective which is simply to control as much of the Middle East as possible, protect Israel and control the oil in Iraq, Iran, possibly even Saudi oil. Regime change in Syria putting in some compliant person to run the country. Troops in Iraq would live in the 14 permenant bases which are being built and they will protect the oil areas.

Given that 2 brits, disguised as arabs were caught apparently carrying very suspicious stuff in their car and now the us has soldiers in the same position. It seems to me to be obvious that the bushites want to foment the civil unrest so that they can claim, as they are now doing, that civil war would occur so the troops are needed and must stay.

If I was American I would not be getting my hopes up because I don't think troops will be pulled out in the future, just rotated.

It shouldn't be left up to just you and the 40-50 other PRINCIPLED Congresspersons (Kucinich, Conyers, Woolsey, Miller, McDermott...and about 40 others) out of the 535 total in both houses to stand up against the villains that have taken over this country.

I would suggest that NO so-called Democrat who is entertaining the notion of running for the Presidency in 2008 should even be considered for the nomination if s/he doesn't stand with you on this. So all of you DLC-type, business-as-usual wannabes (you know who you are) can forget about furthering your selfish, opportunistic, Republican-Lite careers if you don't join Congressman McGovern IMMEDIATELY!!!

They were buiding barricks in Iraq that a news reporter from here showed us ,they are not leaving and that will be one of the home bases for furture torture and war on other countrys

Yes, so called "enduring bases" in Iraq have been under construction for a while or perhaps have been completed. I don't doubt the other trends you cite either; the impact of militarism on our society is unquestionably very high. It is not questionable that there will be resistance of all kinds to this proposed legislation; as McGovern himself knows, he doesn't yet have the votes.

On the other side of the ledger, there are also positive trends: more people now are aware of the immoral and illegal nature of this war; the polls have shown a very strong trend towards lessening of public support, and now the majority even says the war was a mistake.

It's a long, hard road to move from an increasingly militarized society to a more peaceful one, and one which also responds adequately to human needs. For the sake of generations to come, we must walk it, though. We stand on the shoulders of people who walked theirs and we reaped the benefits of their struggles, and we can do no other than to refuse to give up before it's started and to do what we can.

It's a bit of a sermon, for sure, but I for one believe it.

Let's get Jim McGovern to run for President.

I fervently hope that Rep. McGovern's is one initiative that receives the full weight of our civic organizations, responsible media and citizens. However, I also most strongly agree with a post that calls for a Truth and Reconciliation process. How can our consciences rest with all the Iraqi blood on our hands. I know mine has been dealt a body blow that only total, immediate withdrawal AND reparations--however inconsequential the notion may be to thousands of families that have lost members and friends may be--can begin to address. These are minimum demands that we must make of lawmakers as a first step toward healing our diseased national consciousness.

Thank you for your efforts at stoping the flow of capitol both human and financial into this neocon fiasco. At long last, someone is articulating what I,first feared and now know to be true - that all of us (including the media and politicians)allowed ourselves to be misled and manipulated into this war. I cannot celebrate the downfall of Rove and Libby, etc. without feeling some shame because even though we were decieved.. why did it take this long for the outrage to finally bubble up to the surface? Yes,we were cowed into collusion with this administration, yet when confronted with the mounting evidence of the deceit, remained silent far too long. There are shades of McCarthyism here.If there are indictments and I am sure ther will be, we should be willing to investigate everyone's part in allowing this horror. Let's be careful not to crow our "I told you so's" too loudly. Let's at least learn some humility from this experience since we cannot claim bravery.

Cut Funding? I've been saying don't start it BEFORE the war STARTED!Most people are still veeeeeeeeery brainwashed when I talk about Iraq-because I HAVE read my historical studies-I know the next revolt will be verrrrrrry similar to the British (but ALOT worse)when they tried to break the will of Mesopotamia. As an American who never trusts anything without doing my OWN research-I suggest this not only to my American Patriots, but my congressmen as well who actually do stand for 'We the People' like (D)-Cynthia Mckinney, or Republican Ron Paul (especially on spending) and former Paul Craig Roberts of Congress.9/11 (as well as the commission) was a farse-Investigate not only the brewed up Atrocities that will stain our reputation worldwide for the next 20 or so years from Iraq and Afghanistan, but also right here at home on 9-11.What the media blacks-out purposely is nuts-whats even more nuts is the majority I speak to about that also 'terrible day' is that It was premeditated murder. Say, I know....someone is trying to kill friend 'A' but the friend 'B' tells me, don't do anything-thats conspiracy;as well as TREASON not to the State, but to my people. My suggestion...Re-evaluate what you've been told not to 'Believe'-then GOTO NEW YORK TO GROUND ZERO. Funny how every New Yorker is saying bombs were definately in those buildings (even the firefighters who were IN the building before it came down-If you haven't heard the 'Firefighter Tapes'they released), and its also funny how Americans not even from there, haven't investigated 9/11, or traveled to Ground Zero-but are quick to defend what I call some of the biggest lies told to the republic since its founding.-Get the truth. Demand Accountability; and lets prosecute the 'real' terrorist.

u can't just cut funding for Iraq, i agree it was a mistake entering Iraq but to completely remove funding could be disastrous, maybe to cut funding to a more reasonable level or to convert the funding to something different, but to remove funding could cut destroy the security and power we had in Iraq to prevent any new political leaders or terrorist acts to come into play, i have to disagree with you and say we need to keep funding until Iraq has a secure government and is strong enough to handle acts of terrorism and prevent immediate revolts

When you are in a hole you stop digging. Get us out of Iraq by stopping the funding.
